Master Plans & Studies

The City’s comprehensive plan envisions smart development, economic and community vibrancy initiatives into the future.

The City’s master plan is committed to continuing to grow a community rich in entertainment, retail/commercial districts and an excellent quality of life.

Planning for the future involves investment in knowledge, to evaluate the areas of opportunity, from a hotel and conference center study to a committee to develop a Riverwalk Program to highlight the water features in our historic downtown.

The Rochester Economic Development Commission (REDC), is an advisory group to the City Council, to develop economic development goals and objectives, including strategic planning. This commission leads the economic development strategic planning process, which is incorporated into the overall Master Plan.

Representatives from Rochester businesses, real estate and finance industries, with the mission to encourage growth and vitality of the City, meets monthly to focus on topics such as energy, transportation, way finding and infrastructure.

Additionally, the City of Rochester has participated in Americans for the Arts - Arts & Economic Prosperity Surveys in 2011 and 2016 to paint a picture of not only the powerful economic engine, the established vibrant arts and cultural community in the City, but it also means Rochester is beautiful place to call home.
